Vigorous Public Debate Is Way to Truth

Presidents? Day has special meaning for PR people who are charged with getting the truth about subjects to the American people.

Today is Truth Day in America.

George Washington set the example when as a six-year-old he tried out his new hatchet on various plants including taking a slice off the bark of a small cherry tree. That killed it.

His furious father demanded to know who killed his prize planting. Washington responded that he did. ?I cannot tell a lie,? he said. Washington?s father took his son tenderly in his arms and said, ?Truth is worth more to me than a thousand trees!?

Lincoln knew well that large segments of the public can be led around by the nose for considerable periods of time. He said ?You can fool some of the people all of the time and all of the people some of the time, but you cannot fool all of the people all of the time.?

People Want Truth, Not ?Relationships?
Some elements of PR have been trying to spin PR as ?building relationships? rather than telling the truth.

Thirteen PR groups worldwide have come up with three choices for a new definition of PR and two of them talk about ?mutually beneficial relationships? which means the totality of an institution?s contacts with public and/or members.

Institutions want to show how friendly and well-meaning they are, how excellent their products are, how quick their service is, what good public citizens they are, etc. They want any abusive practices to be placed against the context of the entire history of the company.

What the public wants is the best products at the lowest possible prices. It wants its questions answered about a company and if the company doesn?t provide them it will find the answers on the web, assisted by social media. The public doesn?t want to be ?stroked,? ?cuddled? or whatever. It wants information high and hard.

Although social media are a target of PR these days, positive mention in traditional media is also what clients want.

Truth Can Be Smothered for Years
As Lincoln pointed out, it can take a period of time for the truth about something to emerge and in the meantime lots of affected parties can be damaged.

Public debate, as exemplified by the nearly 20 debates conducted by the Republican Presidential candidates, is the way truth is arrived at in America.

Not only are the debates fully public, but complete transcripts are available for anyone who seeks them.

The definitions being discussed by the 13 PR groups leave out details of how ?relationships? are to be conducted.

Will CEOs face roomfuls of reporters with flocks of questions? Will PR dept. heads of major companies identify themselves and answer questions? Will PR organizations face the low standing of PR with the public and try to do something about it?

The 1999 PR Society/Rockefeller study found ?PR specialist? ranked 43rd on a list of 45 believable sources and on Jan. 29 New York Times columnist David Carr said CEOs ?live behind a wall of communications operatives, many of whom ladle out slop meant to obscure rather than reveal.?

He also complained about too many PR people hiding behind ?underlings? who answer phones and e-mails.

Nothing has been done by any PR organization, including the 13 seeking a new definition of PR, about answering either challenge to the credibility of PR.

Legal Definition of Truth Needed
PR groups and PR depts. of institutions should adopt as their goal the pursuit of truth and accuracy the way courtrooms go about this.
Participants must swear to tell ?the truth, the whole truth and nothing but the truth.?

This would eliminate agenda-setting, mis-direction and any diversionary tactics. Institutions would be required to present themselves for questioning.

Defendants sometimes don?t testify in court but their representatives must or they will be held in contempt of court.

Refusal of institutions to face the press and public in a public venue shows contempt for the press and public. PR groups, which are big fans of ?social media,? should try practicing it themselves. Also what needs to be dropped is limiting the spread of information to information that is ?accurate and truthful.?

That allows a subject to say that while all facts presented about it are accurate, they concentrate on negative aspects and are therefore not ?balanced? nor ?truthful.? Facts should ?stand by themselves? and the approach should be, ?Let the chips fall where they may.?

Facebook Hosts Lively PR Confab
An excellent discussion of PR in general and its problems in getting materials posted on Wikipedia is taking place on Facebook in a site called ?Corporate Representatives for Ethical Wikipedia Engagement.?

Corporate and municipal bond investing has one major problem: When interest rates go up, bonds go down.

Actually, bond investing has two major problems. The second is that people are rate pigs. They always go for the highest payout on bonds and bond funds and ignore the problems associated with long maturities.

The result is that when bonds do drop in value, which they will do at some point, the drop is accelerated by ?rate pigitis? ? really accelerated. Long maturities drop in value a lot more than short ones.

So, a bond investor has to make a choice:

• Go with really long maturities, get higher yields and suffer through the sell-off when rates go back up?

Or:

• Go for shorter maturities and put up with lower returns, but a much smaller drop in value when the sell-off finally happens?

Of course, there are those who think, ?I?ll just wait it out and collect my interest, ignore the big drop in long maturity bonds and collect my principal at maturity.?

Right! And Obama will suddenly develop a sense of business and economics and stop jerking everyone?s chain.

The Real Truth

Here?s the real truth about the average small-bond investor.

The combination of ?rate pigitis? and being completely unable to wait out a sell-off in any market ? not the just the bond market ? have turned one of the safest investments, bonds, into what will be one of the biggest money losers in the history of the markets. Treasuries included.

In the past few years, rates have settled where I have never seen them in my lifetime. Meanwhile, small investors have been standing in line to pour their money into bonds of all kinds in the hope of escaping the stock market volatility and getting some kind of return on their money. I can understand why? It?s been 10 years since we made a dime on stocks.

All of this money is going into bonds at exactly the wrong time, in all the wrong ways and at prices so high, they have to come down.

It will be a blood bath of biblical proportions when almost everyone cuts and runs as prices drop.

The Staggered Approach to Bond Investing

But this is completely avoidable. There?s a way to own bonds now and get around this impending bloodbath, and still beat the stock market.

In fact, if you use a staggered approach to bonds, rather than the usual ladder, you can:

• Get very high rates of returns.
• Minimize the drop in value when interest rates rise.
• Take advantage of higher rates and the bargains they present in a down bond market.
• And still sleep at night, too?

I know, too good to be true, right?

But this isn?t a guarantee of any kind, you will have some losses ? very few, but some. Based on today?s market averages about one to three out of a 100 trades will be losers.

Sounds good, doesn?t it?

And, you will have to follow all the rules! Yes, rules of the road that cannot be ignored. Any Navy folks out there know what that implies. Standing Orders and all!

Right off the bat, that eliminates about 25% of all investors, big and small. That bottom 25% is doomed by the fact that they don?t know what to believe and are so inexperienced they can?t separate the good information from the garbage.

Another 25% will only play the ?swing for the fence? game in the stock market. They will figure it out eventually, but not until they have lost so much they go back to CDs and money markets. At least they aren?t losing anymore.

Another 25% know they have the secret to success and will only buy stocks, because they know the secret, right?

So that leaves you and me and few other survivors who are able to see a real opportunity.

Here it is! It?s called a ?staggered bond portfolio.? Your broker will tell you it can?t work, but I have been proving him wrong for a long time.

Forget Everything You Know

First, forget everything you know about corporate bonds, and munis for that matter, especially how to structure a portfolio of them.

Think in terms of very small bond positions, as few as one bond per position, five or more is preferable, but you can do one. I know brokers will tell you it is impossible to buy less than 10 or 20 bonds. Baloney! Get another broker who knows something about bonds!

The Rules of the Road

• Buy many bonds of almost all credit qualities, as low as CCC. Right now, I prefer to stay in the BBB to CCC range, but the skittish can go for the higher ratings if you need them to sleep at night. But the BBB to B ratings don?t have that much more risk and the slightly lower-rated bonds are where all the money is.

• Buy bonds in many industries. Don?t load up on a few tech names or familiar names. Stay diversified just as in a stock portfolio.

• In the current market, shoot for an average maturity of five years or less. That means you can buy a few really good ones at seven years and a few that don?t look as good in the one- to two-year maturity. Then fill in the blanks.

As the market shifts to higher interest rates, this strategy will shift to longer maturities and the higher rates that come with them. But for now, you must stay very short on time. This market requires it.

• Never load up on a single bond because you like the return. This is the biggest trap and the biggest money burner in the business. Just ask the folks who bought Lehman Bros. bonds, AAA at the time, because they had a great interest rate and a really good rating.

For the average person, that?s someone who isn?t managing millions, there?s never a good enough reason to buy more than 10 bonds in any one position.

Plan on buying lots of different bonds so when the bad news does hit (and it will eventually), it only affects about one to four bonds out of a 100, and you don?t have your whole life hung out to dry in one position. I?ll bet you can guess which bonds will get you into trouble. Here?s a hint, it won?t be the small positions in your portfolio.

• Look for bonds whose underlying companies just had some bad news; missed earnings, bad product, lawsuit, etc. It will kill the stock and the bond will slip, too, but here?s where the difference between stocks and corporate bonds really shines.

The only question you need to ask yourself about that bond is, ?Will the company be in business when this bond matures?? The answer in almost 99% of cases is, ?Yes.?

That?s it! Let the stockholders die on the vine as this thing gets pummeled. You buy the bond while it?s down, collect the interest and capital gains, wait for the bond to go back up in value ? which they do in most cases ? then sell it or wait for maturity and collect your principal and interest.

Two More Advantages

The tweet from Francis Kariuki was only his latest attempt to improve village life by using the micro-blogging site Twitter. Kariuki regularly sends out tweets about missing children and farm animals, showing that the power of social media has reached even into a dusty African village. Lanet Umoja is 100 miles (160 kilometers) west of the capital, Nairobi.

"There is a brown and white sheep which has gone missing with a nylon rope around its neck and it belongs to Mwangi's father," he tweeted recently in the Swahili language. The sheep was soon recovered.

Kariuki said that even the thieves in his village follow him on Twitter. Earlier this year, he tweeted about the theft of a cow, and later the cow was found abandoned, tied to a pole.

Kariuki's official Twitter page shows 300 followers, but the former teacher estimated that thousands of the 28,000 residents in his area receive the messages he sends out directly and indirectly. He said many of his constituents, mostly subsistence farmers, cannot afford to buy smart phones, but can access tweets through a third-party mobile phone application. Others forward the tweets via text message.

"Twitter has helped save time and money. I no longer have to write letters or print posters which take time to distribute and are expensive," Kariuki said.

A recent report said that Twitter is enjoying big growth across Africa. It said South Africans use Twitter the most, but Kenya is second in usage on the continent.

The research by Kenya-based Portland Communications and Tweetminster found that over the last three months of 2011, Kenyans produced nearly 2.5 million tweets. More than 80 percent of those polled in that research said they mainly used Twitter for communicating with friends, 68 percent said they use it to monitor news.

Beatrice Karanja, the head of Portland Nairobi, said the findings show that the use of Twitter is part of a revolution for governments that want to open dialogue with their citizens and businesses that want to talk with their consumers.

When a man in his late fifties in Kariuki's village fell into a pit latrine in December, the village administrator's tweets mobilized area residents and saved him.

Rachel Bremer, a spokeswoman for Twitter, said her company wasn't aware of Kariuki and his innovative use of Twitter, but she called it "a great one."

"We are constantly amazed by the ways people all over the world are using Twitter to communicate," she said.

She said that the company has a web page dedicated to telling stories about the unique uses of Twitter. The page highlights how one man in Pakistan live-tweeted the raid that killed Osama bin Laden, how a father and daughter reunited after 11 years, and how a man raised funds to save a dog's life.

Erik Hersman, a co-founder of internationally acclaimed Ushahidi, a nonprofit technology company, said Kariuki's use of Twitter is a great example of how Kenyans in even the most remote areas can embrace social media.

"If a chief in upcountry Kenya is able to use and have an impact with his constituents by using tools like Twitter, it's not too long before we see a massive movement in the country with these types of social media," he said.

Kariuki, 47, said that he has been able to bring down the crime rate in Lanet Umoja from near-daily reports of break-ins to no such crimes in recent weeks. He also uses Twitter to send messages of hope, especially for the young and unemployed.

"Let's be the kind of people that do good for others whether we get paid back or not, whether they say thank you or not," one recent tweet said.

Kariuki said he intends to use Twitter to promote peace as Kenya prepares to hold another presidential election in the next year, it's first since the 2007-08 postelection violence that killed more than 1,000 people in Kenya.

Kariuki said that when he was first appointed the administrative chief of Lanet Umoja he asked himself how he could tackle the region's problems. First was solving the region's poor communication infrastructure. He said he is currently setting guidelines to help him sift through the information he gets so that he does not send out incorrect tweets.

"Information is power, but information can also be destructive. What we are trying to minimize is destructive information," Kariuki said.
